Come early and head straight for the Crown Jewels — that queue grows fast. The Yeoman Warder ('Beefeater') tours are free with the ticket, leave every half hour from the entrance, and are well worth it. Plan 2.5–3 hours.
The ticket is fairly pricey; the London Pass covers it. It closes early in winter. Tower Bridge next door is a separate site with its own ticket.
Weather and timing decide it: a clear day just before sunset gives you both visibility and golden light. In haze it's not worth it.
